Cukai Tanah Selangor: What Shah Alam and Klang Owners Pay

Cukai Tanah Selangor: What Shah Alam and Klang Owners Pay

Key takeaways

  • Quit rent (cukai tanah) goes to the Selangor land office by 31 May. Assessment (cukai pintu) goes separately to MBSA or MBDK.
  • Selangor stopped posting quit rent bills in 2024, so you must check and pay online yourself.
  • Unpaid quit rent leads to a Form 6A notice giving you three months to pay before the land can be forfeited.
  • Condo owners in Selangor have paid parcel rent (cukai petak) instead of quit rent since 1 June 2018.

Two tax bills fall due on your Shah Alam or Klang terrace house every year, and paying one does not clear the other. Miss the 31 May quit rent deadline and a Form 6A notice can be noted on your title, giving you three months to pay.

Since 2024, Selangor has also stopped posting quit rent bills, so nothing arrives in your letterbox to remind you. If you only pay what you remember, arrears can quietly build up on your title.

This guide explains what cukai tanah is, how it differs from cukai pintu, when to pay and what happens if you fall behind. Near the end you will find practical tips for landed owners and buyers.

Cukai tanah or cukai pintu: which is which?

  • Cukai tanah (quit rent): a yearly charge on the land, payable to the state under the National Land Code. It is administered by the Selangor Land and Mines Office (PTG Selangor) and the district land offices.
  • Cukai pintu (assessment, or cukai taksiran): a charge by your local council under the Local Government Act 1976. It is based on the property's annual value, meaning the rent it could fetch, and pays for rubbish collection, street lights, drains and parks.

In Shah Alam the council is Majlis Bandaraya Shah Alam (MBSA). In Klang it is now Majlis Bandaraya Diraja Klang (MBDK), which replaced Majlis Perbandaran Klang when Klang gained city status (effective 23 November 2023) and was proclaimed a royal city in February 2024.

Each council sets its own assessment rate. So two similar terraces, one in Shah Alam and one in Klang, can carry different assessment bills even if their quit rent looks alike.

How is quit rent worked out?

Quit rent is your land area multiplied by the rate that applies to your lot. There is no single statewide figure. The rate depends on the land use category, whether the lot is classed as town, small town or village land (bandar, pekan or mukim), and the district.

Because it is based on area, your quit rent does not rise when house prices do. A corner lot pays more than an intermediate unit in the same row only because it sits on more land.

Use can change the rate. A PTG Selangor circular (No. 5 of 2007) lets the land office move a home on a residential title to a business rate if it runs a council-licensed business, such as a kindergarten or a beauty salon.

When do you have to pay?

Under the National Land Code, the year's quit rent falls due in full on 1 January. If it is still unpaid after 31 May, it is in arrears from 1 June. Selangor's own reminder to owners is the same: pay by 31 May every year.

With no paper bill, you check and pay online. PTG Selangor points owners to its e-Tanah Selangor public portal, and the state's 2024 announcement also named its eHasil service. You search using your title or lot details.

Assessment runs on a different calendar. According to MBSA's FAQ, it is paid in two halves: the first between 1 January and 28 February, the second between 1 July and 31 August. Klang owners should check the dates on their MBDK bill.

What happens if you do not pay quit rent?

Missing 31 May does not cost you your house overnight. But arrears start a fixed legal process under the National Land Code:

  1. 1From 1 June, the unpaid rent is in arrears and late charges can be added.
  2. 2The land office can serve a notice of demand in Form 6A (section 97), noted on your title, giving you three months to pay the full amount.
  3. 3If you pay the full sum within that time, the notice stops having effect and the note on your title is cancelled (section 99).
  4. 4If you still do not pay, the land can be forfeited to the state (section 100).

Courts apply this strictly. In Pow Hing v Registrar of Titles, Malacca (1981), a forfeiture was set aside because the Form 6A notice had not been endorsed on the title. Even so, a Form 6A note on your title will show up when a buyer's lawyer or your bank runs a title search.

Unpaid assessment has its own route. The council can issue a warrant to seize movable property and, as a last step, apply to the High Court to sell the property (sections 148 and 151 of the Local Government Act 1976).

Do condo owners pay quit rent too?

Not in Selangor. Since 1 June 2018, strata owners such as condo and apartment owners pay parcel rent (cukai petak) on their own unit. Before that, the quit rent on the whole development was billed to the management body and shared through maintenance fees.

Parcel rent comes under the Strata Titles Act 1985. Landed owners on individual titles stay on quit rent. Both groups still pay assessment to the council on top.

What it looks like in real numbers

Say you own a two-storey terrace in Shah Alam on a 22 ft by 75 ft lot. That is 1,650 sq ft, or about 153 sq m. The rates below are made up to show the maths; your real figures are on e-Tanah and your council bill.

  • Quit rent: if your lot's rate were 50 sen per sq m, you would pay 153 x RM0.50 = RM76.50 a year, due by 31 May.
  • Assessment: if MBSA set the annual value at RM18,000 and the rate were 5%, you would pay RM18,000 x 5% = RM900 a year, as RM450 by 28 February and RM450 by 31 August.
  • Total: RM976.50 for the year, paid to two bodies on three deadlines.

Now say house prices in your area jump 20%. The quit rent in this example stays at RM76.50, because the land area has not changed. Assessment only moves when the council revises its valuation list or its rate.

What are the best tips for paying quit rent and assessment in Selangor?

Short habits that keep both bills off your title:

  1. 1Mark 31 May. Set a yearly reminder for quit rent, because Selangor no longer posts the bill.
  2. 2Check online yourself. Search your lot on e-Tanah Selangor before you assume nothing is owed.
  3. 3Keep three dates in one calendar. Shah Alam assessment is due by 28 February and 31 August; Klang owners should check their MBDK bill.
  4. 4Act on a Form 6A notice at once. Paying the full sum within three months cancels the note on your title.
  5. 5Buyers: ask for a title search. A Form 6A note will show up when your lawyer or bank runs one.
  6. 6Know which bill is yours. Condo owners pay parcel rent (cukai petak); landed owners pay quit rent. Both pay assessment.
  7. 7Check the rate if you run a business at home. A council-licensed business can move a residential title to a business rate.

Bottom line

Quit rent goes to the state, is based on land area and is due by 31 May. Assessment goes to MBSA or MBDK, is based on annual value and is paid in two halves. Paying one never settles the other.

Since no quit rent bill will arrive by post, the sensible next step is to look up your lot on e-Tanah Selangor and confirm there are no arrears on your title before 31 May next year.

Frequently asked questions

Is cukai tanah the same as cukai pintu?

No. Cukai tanah (quit rent) is a state charge on the land, paid to the Selangor land office and based on land area. Cukai pintu (assessment) is a council charge, paid to MBSA, MBDK or your local council and based on the property's annual value. You must pay both.

How do I check my quit rent in Selangor without a bill?

Selangor stopped posting quit rent and parcel rent bills in 2024. You check and pay online through PTG Selangor's e-Tanah Selangor public portal or the eHasil service, using your title or lot details.

What happens if I pay quit rent after 31 May?

From 1 June the rent is in arrears and late charges can apply. If arrears are left unpaid, the land office can serve a Form 6A notice giving you three months to pay. Only after that can the land be forfeited to the state.

Who pays quit rent, the landlord or the tenant?

The state looks to the registered owner of the land, so the landlord is liable. A tenancy agreement can say otherwise between landlord and tenant, but if the rent goes unpaid, the land office acts against the title, not the tenant.

What are your top tips for paying cukai tanah in Selangor?

Remember 31 May for quit rent and check your lot online yourself, since no bill is posted. Keep the 28 February and 31 August assessment dates. Never ignore a Form 6A notice, because paying within three months cancels it. Save every receipt as a PDF.
