Emerald 9 in Batu 9 Cheras: Freehold 2-Room Units From RM250,000 and What a 2028 Completion Timeline Means for Investors
Batu 9 Cheras is where GuocoLand (Malaysia) Berhad built Emerald 9, a 10.14-acre freehold mixed development, and tucked inside it is a block that behaves nothing like the rest of the project. Residensi Emerald 9, known on site plans as Tower E, is the development's Rumah Selangorku component, selling 2-room units from RM250,000 under Selangor's state-run affordable housing scheme. For an investor scanning Cheras for freehold stock at that price, the number is the hook. The scheme's own eligibility rules, and a completion timeline that runs to 2028, are what actually decide whether it fits an investment plan at all.
The wider Emerald 9 site, according to the developer's own project page, comprises four main towers, A through D, holding 1,888 condominium units sized from 675 to 1,304 sq ft, alongside 151 smart offices and 90 retail shoppes, all on freehold tenure. Towers A and B were the first phase handed over, with the market-priced blocks completing years ahead of the Rumah Selangorku component, which was added as a later, separate phase on the same land parcel.
Residensi Emerald 9 itself holds 810 units spread across 41 floors, built in a single 2-bedroom layout from 550 sq ft, according to listings on Rumah Selangorku-focused portals including Residensi Wilayah Persekutuan and the project's entry on the eHartanah LPHS registry. At RM250,000 for a 550 sq ft unit, that works out to roughly RM455 per sq ft, a fraction of the RM700-plus per sq ft quoted for the market-priced towers on the same site. Maintenance fees for the block are quoted at around RM0.30 to RM0.37 per sq ft, low even by Rumah Selangorku standards.
That price exists because the unit sits inside a government-administered scheme rather than the open market, and the scheme comes with conditions a straightforward subsale purchase would not. Rumah Selangorku, run by Lembaga Perumahan dan Hartanah Selangor, prices units across five tiers, Type A to Type E Khas, each tied to a household income ceiling; RM250,000 pricing corresponds to the Type D band, capped at a combined gross household income of RM14,500 a month for applicant and spouse. Applicants must be Malaysian citizens, at least 18 years old, and must not already own any residential property in Selangor, and the purchase must be for the buyer's own occupation rather than for rental.
That last condition is the one an investor needs to sit with before anything else. A Rumah Selangorku unit bought for own-stay cannot legally be turned into a rental the day the keys are handed over, which takes the straightforward buy-to-let case off the table for as long as that restriction applies. The RM250,000 entry price is attractive precisely because it is not an open-market price, and the scheme's rules exist to keep it that way.
On location, Residensi Emerald 9 sits within what the developer's marketing describes as walking distance of Taman Suntex MRT Station, citing a covered walkway of roughly 400 metres connecting the development to the station. That is a genuine advantage for Batu 9 Cheras, a stretch of the Cheras corridor with little freehold stock this close to a rail station at any price, let alone this one.
The completion date is the other half of the decision. Listings for the block point to a 2028 target, meaning a buyer who signs today is financing a unit years before it is habitable, paying under the progressive payment schedule set out in the Housing Development (Control and Licensing) Act as construction proceeds. Combined with the ownership restrictions, that makes Residensi Emerald 9 a fit mainly for a Selangor household within the income band who wants to live in Batu 9 Cheras and can wait out a multi-year build, not a vehicle for an investor hunting a quick freehold entry point near an MRT line.
